Title 24

The Title 24 energy standards in the state of California address the energy efficiency of new and altered residential and commercial buildings.
Energy efficiency reduces energy costs, increases reliability and availability of electricity. It also improves building occupant comfort and reduces impacts to the environment. Therefore, such standards are important and necessary for our energy future.
In 1978, the California legislature enacted the Title 24 energy standards. These standards are contained within Title 24, part 6 of the California Code of Regulations.
There have been significant enhancements to Title 24 standards in 2013, as well as 2016, with the goal of reaching Zero Net Energy (ZNE) by the year 2030 for all commercial buildings. In simple terms, a Zero Net Energy building will be one which produces as much energy as it consumes (many times through renewable energy sources onsite).
